What is CREBA

CREBA is the acronym for CHAMBER OF REAL ESTATE AND BUILDER’S ASSOCIATION, Inc., the umbrella organization of the real estate and housing industry in the Philippines organized and registered in October 1973 as non-stock, non-profit, non-government organization, with more than 500 professionals, companies and associations and 26 chapters nation-wide.

The Chapter

The CREBA Clark International Chapter (CREBA-CIC) charted on the 27th day of July, 2024 will rise to help Filipino families build strength, stability and security through decent shelter.

Help Filipino families build strength, stability, and security through decent shelter.

A safe and decent home is a solid foundation to eradicate poverty and we CREBAns do not only aim to build homes for profit but more importantly, to influence the systems that affect the access to affordable, resilient and adequate housing of low-income, marginalized Filipino families.

Mission

To support and contribute in easing or reducing the 6.7 million housing backlog and the 3.7 million Filipino families live in formal settlements.

Impact starts with our members – people like you who unite and take action to create lasting change in our communities and in our selves. CREBA-CICi members are people in action, come together to strengthen their connections to friends, associates, partners and neighbors, and their commitment to improving lives.

CREBA Role

Playing a pro-active role in the formulation of national policies and goals, wither by direct participation or through meaningful advocacy. CREBA has actively participated and vigorously pushed for the passage of legislation, the establishment of support institutions, and the adoption of implementing rules and regulations among the many are the following:

  1. Creation of the National Housing Authority (NHA) in 1975
  2. Subdivision and Condominium Protective Degree (P.D 957) in 1976
  3. Creation of Housing and Land Use Regulatory Board *HLURB) in 1980
  4. Enactment of the Social Housing Act (B.P 220)
  5. Creation of the Pag-ibig Fund in 1979
  6. Creation of the National Home Mortgage Finance Corp. (NHMFC) in 1980
  7. Enactment of R.A 7279, the Urban Development and Housing Act in 1992
  8. Enactment of R.A. 7279, the Urban Development and Housing Act in 1993
  9. Creation of the CREBA Social Housing Foundation (CSHF) in 1992
  10. Enactment of R.A. 7835, the Comprehensive & Integrated Shelter Financing Act (CISFA)

Some major advocacies of CREBA are:

  1. Shelter Finance
  2. Equitable Land Access
  3. Creation of a Department of Housing
  4. Expanded power of the HLURB
  5. Secularization enhancement measure.
  6. Amendment of the Bangko Sentral ng Pilipinas (BSP) Charter
  7. Elimination of inequitable taxes
  8. Opposition to the land conversion tax
  9. Creation of the CREBA OFW fund
